The Post and Telecommunications Administration has a dual mission. It is first responsible for transporting and distributing information throughout the national territory and ensuring the necessary interfaces to enable international exchanges.
Then, as a public body, it must offer the best service to all users in all parts of the national territory. Posts and telecommunications therefore have a major role to play in the life of the State by being a privileged means in the application of its policy of administrative decentralization and territorial planning.
It should be remembered that if the infrastructure inherited from the colonial era was sufficient to drain the wealth of the north of the country, it in no way met the requirements of a state in full construction, preoccupied with economic development and concerned with improving the living conditions of citizens.
This is how the decision was taken to provide the country with a modern telecommunications network using the most advanced techniques and aiming in particular to generalize the installation of automatic telephones even in the smallest localities. Specialized lines make it possible to extend the use of telex and computer links in different economic centers of the country.
The postal network is expanding and modernizing by serving all isolated rural localities, the introduction of the postal code in addresses, soon allowing automatic sorting of correspondence for greater speed and more reliable security of mail, as well as the commissioning of fax and EMS service to offer modern services to users. Given Algeria's policy on regional balance, the Post and Telecommunications Administration provides support through investments intended to ensure the same quality of life for all citizens based, among other things, on a coherent development of means of communication.
