The history of Bastion 23 begins with the construction of a fort (Bordj Ezzoubia) in 1576 on the orders of Dey Ramdane Pasha. The Turks named it Topanet because of the artillery pieces located there and which faced the sea. It also had several names, notably Qaâ Essour and Sebaâ Tebaren. Restored from 1988, the Palais des Raïs currently houses a Center for Arts and Culture.
