Completion of the institutional building
Started with the presidential elections on November 16, 1995, the institutional process was completed in Algeria on December 25, 1997 with the installation of the Council of the Nation.
In two years, Algeria will have traveled a long and hard road to rebuild, in diversity and democracy, a legitimate, legal and lasting institutional landscape.
Indeed, since the election of the President of the Republic on November 16, 1995, the public authorities set about implementing a revision of the constitution allowing the reconfiguration and articulation of the executive, legislative and judicial powers of the Nation. This constitutional overhaul, moving in the direction of greater adaptation to the plural changes of the country, was adopted by referendum on November 28, 1996.
This is how the legislative elections will come on June 5, 1997 to establish the first National People's Assembly consecrating political pluralism in practice and thus marking the history of the country.
Then, the local and wilaya elections will have accelerated the institutional process by allowing citizens to elect representatives to the Communal Popular Assemblies (APC) and wilaya (APW) to take charge of their affairs and their future from October 23, 1997.
With the Council of the Nation, installed on December 25, 1997, the parliament took its final structure and the process of institutional recovery initiated by the President of the Republic has come to an end.
Algeria now has democratically elected representations opening to the country a new era in the management of public and political life with a view to stability, equity and progress for the benefit of Algerian society and citizens.
