The date of June 5, 1997 will undoubtedly constitute a new and important stage in the construction of the institutional structure of Algeria. Indeed, after the presidential election of November 16, 1995 and the referendum of November 28, 1996 on the Constitution, the public authorities are organizing legislative elections on June 5, 1997 which will provide the nation with an elected Parliament.
The first of their kind, these legislative elections have the particularity of taking place in a context characterized by political pluralism and the deepening of the democratic process initiated in the country since the implementation of the institutional recovery process initiated by the President of the Republic. With the adoption of a new legislative measure relating to the electoral regime, Algeria will enter a new political era by establishing, the day after June 5, 1997, a legislative power through a Parliament where the majority and the opposition will be recognized as the main actors in political and public life.
This new phase is in line with the application of the Constitution, the implementation of which at the institutional level will end with the holding of municipal and wilaya elections which, in turn, will make it possible to elect the Council of the Nation whose function is complementary to that of the future National People's Assembly resulting from the election of June 5, 1997.
Thus, Algeria will have an institutional structure resulting from the free exercise of democratic rules and with respect for pluralism in order to fully engage in other challenges imposed on it by the development and well-being of its citizens.
