Arab security cooperation began decades ago. It took shape with the decision of the League of Arab States of April 10, 1960, relating to the creation of the O.P.A.D.S. (Pan-Arab Organization for Social Defense Against Crime).
As part of this organization, the 1st Congress of Arab Directors General of Police and Security was held in EI-Aïn (United Arab Emirates) from 18 to 21.12.1972, which truly laid the foundations for inter-Arab cooperation in security matters. Subsequently, eight other congresses were organized, until 1984, when the Council of Arab Ministers of the Interior (supreme Arab security authority), created two years earlier, took over from the O.P.A.D.S.
It should be noted that twenty (20) congresses have been organized to date (the last one was held in Algiers from 14 to 16.10.1996).
The 21st congress will take place in El-Aïn in the United Arab Emirates from 06 to 08.10.1997.
