The early presidential election of April 1999 will undoubtedly mark an important and decisive stage in the political and institutional life of the nation. Thus, some time after the completion of the institutional structure initiated in 1995 with the election of the President of the Republic, the revision of the Constitution and the local elections (Communal Popular Assemblies, Wilaya Popular Assemblies) and legislative, the Algerian people are called upon again to elect the President of the Republic in the spring of 1999 within the institutional framework that they themselves adopted to exercise their fundamental choices.
Indeed, citizens will be able to choose the man who will be at the head of the country's first institution in a context marked by the pluralism of projects and candidates, as well as by the declared desire to strengthen democratic practices in the political life of the country.
The month of April 1999 therefore presents itself as a particular moment in history insofar as it constitutes a higher level reached by the Algerian people in their process of rooting democracy in effective respect for the diversity of action programs with a view to concretizing the principle of alternation, the foundation of democracy and the republican spirit. This approach implemented by the public authorities will allow Algeria to engage in the 3rd millennium with all the essential conditions for progress, justice and prosperity, the legitimate aspiration of Algerian society.
The early presidential election of April 15, 1999 is part of this dynamic vision and will be an opportunity for the Algerian people to express their hopes and their determination to build the future of their children in peace and respect for everyone.
