Voting is a fundamental right recognized to any citizen wishing to sovereignly elect the person or people in whom they have decided to place their trust. For this, all human and material resources are mobilized to promote and facilitate this exercise in order to confer all the legitimacy and regularity that comes with each election.
The holding of the third pluralist presidential election in the history of the nation has, once again, called for the free choice of the people. Algeria, which has worked to restore stability and establish a lasting democracy, has every reason to count on the commitment of all Algerians in the construction of a rule of law and the development of the country.
The electorate is convened for April 8, 2004, a date which will certainly constitute a decisive turning point in the history of the country. For this year's edition, it is important to note that, for the first time in more than ten years, a presidential election is organized at the end of the mandate of the outgoing president, who is running for the Supreme Judiciary. In addition, the large number of candidates participating testifies to the guarantees provided for the regularity of the vote but also to the opportunity offered to all sensibilities to run for supreme office. Also noteworthy, and with great pride, is the candidacy of a woman party leader, an unprecedented historical fact in the Arab world.
Algeria therefore puts on its side all the assets capable of allowing the people to choose, serenely and without constraint, the program which they consider to be able to lead the country on the path of progress. Thus, and only in this way, all Algerians will agree in affirming that this program is indeed theirs.
