40th Anniversary of CNEP/Bank
The CNEP was created on August 10, 1964 on the basis of the network of the Solidarity Fund of the Departments and Communes of Algeria (CSDCA) with the mission of mobilizing and collecting savings. The first CNEP agency officially opened its doors on March 1, 1967 in Tlemcen. However, the CNEP savings account had been marketed for a year through the P&T network.
1964-1970: Collection of savings booklets
During the period 1964-1979, the activity of the CNEP was limited to the collection of savings accounts, with social mortgage loans. The CNEP network then consisted of only two agencies open to the public in 1967 and 575 collection points located in the P&T network.
1971-1979: Encouragement of housing financing
The instruction of April 1971 instructed the CNEP to finance the programs using savings funds and funds from the Public Treasury. From then on, household savings experienced a prodigious boom at the end of 1975, during which the first homes were sold for the benefit of savings account holders. In 1979, 46 collection agencies and offices were operational.
Decade 80: The CNEP serving real estate development
New tasks are assigned to the CNEP. These are loans to individuals for the construction of housing and the financing of promotional housing for the exclusive benefit of savers. As of December 31, 1988, 11,590 homes were sold as part of home ownership. The CNEP undertook a policy of diversifying the credits granted, particularly in favor of the liberal professions, health workers, service cooperatives and transporters. The CNEP network is expanding to 120 agencies (47 wilaya agencies and 73 secondary agencies).
1990: Establishment of the law on Money and Credit
CNEP still remains the largest savings collector in Algeria given the importance of the amounts of savings funds collected. Of the 135 agencies and 2,652 post offices represented as of 12/31/1990, a total of 82 billion DA (including 34 billion DA on the CNEP network, 48 billion on the postal network and 34 million DA on the foreign currency savings account). Loans to individuals granted on the same date represented 12 billion DA for a total of 80,000 loans.
April 1997: CNEP becomes CNEP-Banque
On April 6, 1997, CNEP changed its status by obtaining its approval as a bank. From now on, it bears the name CNEP-Banque. It can now carry out all banking operations excluding foreign trade operations. In addition to its network of 200 agencies, CNEP-Banque benefits from the services of the Post Office through more than 3,000 offices.
