Arab League Summit - Algiers 2005
The League of Arab States was created on March 22, 1945 in accordance with the Charter signed by Egypt, Jordan, Syria, Iraq, Lebanon, Saudi Arabia and Yemen. The other Arab countries joined them successively after their independence, reaching 22 countries in 1993.
Algeria joined on August 16, 1962.
The permanent headquarters of the League is in Cairo.
Objectives
- Consolidate ties between member countries, coordinate their political plans for the realization of mutual cooperation, protect their independence and sovereignty, and generally, reflect on the issues of Arab countries and their interests.
- Ensure cooperation between member countries, according to the regimes and situation of each, with regard to economic, financial, social and consular issues.
Structures and apparatus of the Arab League.
1. The Council of the League: is made up of representatives of member countries. Meets in ordinary sessions once a year, summit meeting, and twice at the level of Foreign Ministers. As it can hold extraordinary sessions when necessary on the request of two countries.
2. The Economic and Social Council: is established in accordance with Article 08 of the Convention on Common Defense and Economic Cooperation between the Arab States. It is made up of the Ministers of Economy and Finance of member countries, the Ministers of Foreign Affairs or their representatives. Its mission is to achieve the economic and social objectives of the Organization, as stipulated in the charter.
3. The General Secretariat: is provided by a general secretary designated by the council, assistant general secretaries as well as principal officials.
4. Organizations attached to the League: Arab Organization for Education, Culture and Science (ALESCO), Arab Labor Organization (OAT), Arab Organization for Agricultural Development (OADA), Organization of Arab Petroleum Exporting Countries (OAPEC), Arab Organization for Industrial Development and Metallization (OADIM) as well as ARABSAT.
5. Specialized ministerial councils: 12 councils.
Reform of the Arab League
The 60th anniversary of the creation of the League of Arab States coincides with the holding of the seventeenth Arab Summit in Algiers, on March 22 and 23, 2005, which will mark a historic point in the journey of the Organization, since it will be focused on the reform and revision of the charter of the Arab League.
After a complete evaluation of the Arab League's journey, positive and negative points, necessary reforms, capable of developing the structures of this organization and updating its way of working according to developments occurring at the international and Arab level, will be integrated. As it will be equipped with essential means to address the concerns and main questions of the Arab peoples more effectively, and will be transformed into a tool for economic promotion and social development.
