The globalization of the economy and the spectacular advances in technology in all its forms require so-called underdeveloped or developing countries to upgrade in order to keep up with changes in the world.
A dynamic element on the international scene, Algeria must assert its legitimate rights and interests. The latter, it must be remembered with bitterness, were flouted during the 90s, a sad period in the history of independent Algeria.
The trigger born from the presidential election of 1999 allowed Algeria to wake up from a certain lethargy. The first salutary work of the President of the Republic, Abdelaziz BOUTEFLIKA, undoubtedly remains civil harmony. The latter, submitted to popular consultation, was approved by the majority of the Algerian people and will remain forever engraved in the memory of all generations. It achieved two essential objectives: stability and peace without any overreach.
Thanks to tireless and tireless activity, Mr. President of the Republic was able to instill in Algerians the true ideals for which the valiant chouhada sacrificed themselves.
Civil harmony constitutes a secure basis for an Algeria which is moving forward on the path of progress thanks to the reforms launched in vital sectors such as justice, health, education, etc.
This new dynamic will be further amplified with national reconciliation.
The option taken to lay the foundations of a true national reconciliation is far from being a simple exercise in style, even less a subterfuge designed to gain time. The numerous speeches of the President of the Republic militate in favor of this vision which fits wonderfully into the strategy undertaken by Algeria through a vast program of national renewal based on the deepening of the democratic ideal.
National reconciliation will be the guarantee of a model Algeria which can respond to the expectations and aspirations of all Algerians without exception, an Algeria where ignorance, fanaticism, 'hogra' will have no place, an Algeria where extremism will disappear, an Algeria where perpetual conflicts with tribal or religious connotations will no longer be relevant, in a word an authentic Algeria.
It is not without reason that the law on civil harmony was experienced as a founding phase of the process of national reconciliation. It could not be otherwise if we go by the various interventions of the country's chief magistrate.
From civil harmony to national reconciliation, it is Algeria which is reconciling with itself to meet the major challenges that await it and occupy, on the international level, the legitimate place which it deserves.
Internally, social cohesion, solidarity and good governance are all objective conditions that must be met for the triumph of the democratic ideal.
Aware of the need to identify without any complacency and with lucidity the dissonances of the past decade, Mr. Abdelaziz BOUTEFLIKA intends to ensure that the dynamic around national reconciliation carries concrete and constant initiatives to give real meaning to social justice and lay reliable milestones for multifaceted development that is both harmonious and sustainable. Hardened by the trials imposed on it by those who wanted its implosion, the Algerian people know how to measure and appreciate the true value of the ideal of peace and harmony which constitutes an essential condition for the promotion and well-being of citizens.
Aware of the sacred nature of the mission entrusted to him on the occasion of his re-election, the President of the Republic intends to give absolute priority to national reconciliation. It is in this capacity that he works tirelessly to promote a culture of tolerance, dialogue and peace, the only one capable of allowing Algeria to better capitalize on the quintessence of its diversity and its openness to the world, starting first by releasing the creative energies of its best children.
