Algeria has experienced, throughout its history, a series of struggles led by its people to defend their freedom and dignity. These struggles contributed to strengthening the unity of the Algerian people, to instilling in them high moral and spiritual values ​​and to enabling them to dismantle all attempts aimed at disunification, deculturation and depersonalization.
Thus, and thanks to the supreme sacrifice made by a million and a half of its valiant Chouhada who fell on the field of honor, Algeria was able to overcome the oppressive enemy, by adding with this victory a new page to its centuries-old past.
Since our country is an important international partner, it had to assert its rights and interests and have them respected. These rights and interests which were violated for a decade, following the deviation which reached its climax with criminal attacks which targeted the erasure of the gains of the people and the shaking of the foundations of their State. These attacks sowed the horrors of discord which affected property, people, and even their honor. Despite everything, Algeria was able to overcome this tragedy, considered a dark period in its history. The credit for this goes to its people who fought crime in all its forms.
Today, the Algerian people are indebted to all those who fell as martyrs so that the Democratic and Popular Algerian Republic may live. As he is aware of the importance of peace and reconciliation to the achievement of the objectives of economic and social development and the political stability of the country.
In the attempt to establish peace and security, we must promote and contribute with conviction to the success of national reconciliation. The latter is capable of healing the wounds generated by the national tragedy. National reconciliation, it must be remembered, was the first salutary work of His Excellency, Mr. President of the Republic, Abdelaziz Bouteflika.
By moving from civil harmony to national reconciliation, it is Algeria which is reconciling with itself in order to meet the major challenges that await it, and occupy its deserved place on the international level.
The Civil Harmony Law, before being followed and concretized by the charter for peace and national reconciliation, was the first step in a process which had to be completed.
National reconciliation is a pressing and promising expectation. Supporting the policy which underlies this reconciliation means encouraging all components of the people to make more efforts so that Algeria lives.
The adoption of the draft charter for peace and national reconciliation will allow us to implement the necessary measures to achieve true cohesion among Algerians with a view to overall development.
By approving the charter, it is the people who express their desire to adopt reconciliation. In other words, to cooperate in strengthening the unity of its nation, its personality and identity and also to preserve its noble values.
However, it is up to the citizens who have suffered hard to appreciate the true value of the notion of national reconciliation. This notion which is essential to the progress and prosperity of our country.
So, we must all stand in close ranks alongside his Excellency, Mr. President of the Republic to work, without respite, to promote the culture of forgiveness, peace and that of dialogue within the framework of national reconciliation.
