Creation of technology institutes
Inherited distortions and the length of classical education processes do not make it possible to resolve our country's deficit in managers. It was important for Algeria to define a policy capable of resolving such a problem which risked compromising its development objectives. The characteristics that govern the creation of technological institutes arise directly from this necessity. They are an exceptional response to exceptional needs. Indeed, institutes of technology are based on three fundamental principles.
The first concerns the intensity of the training objectives. Thus, faced with the new, massive and urgent needs for executives identified at the level of the different branches of activity, the institutes of technology propose to implement comprehensive training in the branches where the needs are significant.
The second relates to exceptional training resources. Aiming for massive training of executives, the technology institutes propose to use non-traditional type training means both in terms of premises, administration and educational supervision as well as the call for technical cooperation and financial means.
The third, finally, the principle of urgency of training actions, takes into account the requirements for executives during the period of the four-year plan. It targets direct adaptation to workstations. Institutes of technology will have to work for rapid training in line with felt needs, while ensuring maximum efficiency. The training will essentially and directly take into account the needs expressed by users. Institutes of technology draw on all the country's resources and insert into the economic circuit, after having trained them for varying durations, a significant number of young people who, given their educational level, do not meet current standards and cannot, therefore, find their place in traditional training structures.
Student recruitment depends on the motivation of the young person, their abilities, their knowledge and their desire to work. Around thirty technology institutes have been planned. At the end of 1970, sixteen types of institutes had been opened and received around 12,000 students.
