The High Commission for Amazighity
The High Commission for Amazighness is an institution placed under the supervision of the Presidency of the Republic. It is headed by a High Commissioner, assisted by a Secretary General.
The missions of the HCA are clearly stated in article 4 of presidential decree 95-147 of 05-27-1995, creating the high commission responsible for the rehabilitation of Amazighity and the promotion of the Amazigh language which stipulates: The rehabilitation and promotion of Amazighity as one of the foundations of national identity; the introduction of the Amazigh language into the education and communication systems.
Since its creation in 1995, the HCA, through its departments, has worked to carry out its annual workload plans which consist of scientific meetings related to Amazighity; identity, language and culture, in direct and/or indirect interventions in associative projects, in the publishing of works in Tamazight and on Tamazight.
The HCA organizes annually several scientific meetings (conferences, study days, seminars and associative forums, etc.) around the problem of the rehabilitation of the Amazighness of Algeria in all its linguistic, cultural, scientific and historical dimensions.
Its mission, its prerogatives, its scope of action and its operation are clearly defined by legal texts in terms of presidential decrees. These are mainly four references:
1- Decree 147-95 of May 27, 1995 creating the HCA
2- Decree of June 12, 1995 appointing the High Commissioner responsible for the rehabilitation of Amazighness and the promotion of the Amazigh language.
3- Decree of October 10, 1995 appointing the president and members of the C.P.S.C. of the High Commission responsible for the rehabilitation of Amazigh and the promotion of the Amazigh language.
4- Decree 96-57 of January 27, 1996 relating to the internal organization of the HCA administration.
The operation of the institution is currently ensured by a team composed of skills in the Amazigh field.
