First Budget Program
As part of the implementation of the new budgetary program provided for by organic law n°15-18 of September 2, 2018 relating to finance laws, which will come into force from the year 2023 through the development of the first program budget, which is considered the effective starting point of the budgetary reform;
Article 22 of the organic law relating to finance laws
(Paragraph 3) Programs are defined as the sum of financial funds which contribute to the accomplishment of a special mission belonging to one or more services of one or more ministries, or a public establishment, or defined according to a set of clear and coherent objectives.
The program budget establishes a new framework for accountability and implementation of public policies. It is the basis of debates during budgetary seminars. It also constitutes the standard for resource allocation and a formal budget submission framework. It is the executive unit of the budget.
The program is also a tool adapted to the level of performance of actors in budget execution, because it focuses on the objectives set, the expected results, as well as their evaluation through indicators or in terms of the cost of public activities.
This tool also makes it possible to consolidate the principle of results-based management based on clear objectives consistent with general interest objectives, which are subject to evaluation.
