Achievements
The “UPAP Tower” will house the new headquarters of the Pan-African Postal Union, a specialized agency of the African Union and flagship organization responsible for steering the development of the postal sector in Africa. It is the result of a joint venture agreement between PAPU and the United Republic of Tanzania, represented by the Tanzania Communications Regulatory Authority (TCRA), the financial package of which is divided into 60% and 40%, respectively, for PAPU and TCRA.

The implementation of this project on a plot of land allocated by the Tanzanian State in compliance with the provisions of the Headquarters Agreement concluded with the General Secretariat, was ratified by the PAPU Plenipotentiary Conference meeting in its 5th ordinary session in Abidjan in Côte d'Ivoire from June 21 to 28, 2000.

The “UPAP Tower” has two adjacent buildings: a lower body of 5 floors and a main body of 17 floors. In addition, it has the following characteristics:

1) A surface area of 22,820 square meters on a plot of 5,800 square meters
2) Floors are usually covered with polished porcelain tiles;
3) Vertical transport is provided by 6 elevators distributed as follows:
a) 01 elevator for goods;
b) 01 fire elevator;
c) 04 passenger elevators including one which serves the conference room and the podium;
d) 02 escalators serve the ground floor and the 1st floor;
e) 02 dumbwaiters are installed to serve the 16 and 17 floors of the mezzanine.
4) Also installed are access control devices, closed circuit television (CCTV), public address devices, heat and smoke detectors, among others;

The inauguration ceremony scheduled for September 2, 2023 will be chaired by Her Excellency Samia Suluhu Hassan, President of the United Republic of Tanzania. To this end, all PAPU member states are invited to this historic event.
