Since its creation following independence, the Civil Protection service has undergone several evolutions through different stages, both organizationally and in terms of the missions entrusted to it. These developments were in line with the socio-economic development of the country, which required meeting numerous challenges to guarantee the security of people and property.

The year 1964 saw the first reform movement in this area, considered a transitional period in accordance with Decree No. 64-129 of April 15, 1964, which regulated the administration of Civil Protection. This decree stipulated that intervention and assistance to people in danger did not only constitute a legal obligation, but also a duty of solidarity.

Civil Protection services have gradually evolved to reach the distinctive level that characterizes them today, in terms of organization, human resources and practical means, as well as in terms of intervention operations both inside and outside the country.

The toll-free number 1021, made available to citizens, aims to:
• Quickly report various incidents; this service also makes it possible to obtain information on the information to be provided to the civil protection operator by the citizen.

This information is essential to quickly describe the nature of the incident and receive advice on the behavior to adopt in order to avoid the accident getting worse.
• Promote the culture of prevention in the face of the risks of daily accidents and major disasters by learning the measures to take to deal with disasters.
• Teach the principles of safety and first aid, allowing you to learn how to save lives with simple actions.
• Protect people and property.

This postage stamp highlights the role of the civil protection service in the protection and rescue of citizens in the face of various accidents, by highlighting the toll-free number of the civil protection services under the slogan: “Near you at number 14 or 1021” to respond quickly to the various incidents.

The colors carry the identity of the civil protection corps, in particular the firefighters' uniform.
