The Constitutional revision to which the President of the Republic, Mr. Abdelmadjid TEBBOUNE, committed, welcomed by the Algerian people on November 1, 2020, laid the foundations for the creation of a Constitutional Court responsible for guaranteeing respect for the constitution. Enjoying broad powers, most of which are new in the field of control of the constitutionality of laws, regulation of the functioning of institutions and the activity of public authorities, as well as the settlement of conflicts that may arise between constitutional authorities, the interpretation of constitutional provisions and the lifting of the immunity of members of Parliament, in addition to its role in the field of electoral appeals. All this aims to consolidate the rule of law, and to protect the rights and freedoms of citizens.

Since its installation in November 2021, the Constitutional Court has endeavored to establish a roadmap for its action, giving a central place to scientific activity. With this in mind, the Constitutional Court has organized numerous international meetings, study days and awareness sessions to present its missions and skills.

As part of the opening of the Constitutional Court to society and the institutions of the Republic according to a new approach, and with the aim of instilling the spirit of citizenship and national values and strengthening them among the younger generations and spreading constitutional culture among students and generalizing it on a large scale, the Constitutional Court, in collaboration with the Ministry of National Education and in coordination with the United Nations Development Program in Algeria, organized the second edition of the national competition for the best school works on the theme “Constitution and citizenship” in its 2023 edition.

This edition saw the participation of 76 students including 54 from the middle cycle and 22 from the secondary cycle, including twelve (12) winning students from nine (09) different wilayas: Ouargla, Tizi Ouzou, Blida, Algiers, Tindouf, Mascara, Tébessa, Médéa and Chlef.

The school works presented in this edition were varied, ranging from artistic works to research, including the production of short videos. The winners received prizes and certificates during an awards ceremony held at the headquarters of the Constitutional Court on December 19, 2023.

In this regard, the attached postage stamp illustrates the artistic painting presented by the student Moncef BENZERGUINE from the El-Moudjahid DAKHMOUCHE Ali middle school in the wilaya of Ouargla, who won the first national prize.
