On October 9, 1874, 22 countries came together to sign the Treaty of Berne, creating the General Postal Union, which later became the Universal Postal Union. A century and a half later, the UPU now unites the postal networks of 192 member countries. It thus realized the vision of its founders, which consisted of establishing a single postal territory to serve all populations, wherever they are.

A specialized organization of the United Nations, the Universal Postal Union constitutes the main forum for cooperation between players in the postal sector, ensuring a truly universal network of products and services at the cutting edge of progress.

The UPU is made up of (04) four bodies:

The Congress: the supreme body of the Union meets every four years. The plenipotentiaries of the 192 member countries come together to prepare the future of the postal sector.

The Board of Directors: composed of (41) forty-one member countries, it ensures the continuity of work between Congresses, supervises the activities of the Union and examines regulatory, administrative, legislative and legal issues.

The Postal Operations Council: made up of (48) member countries, it represents the body responsible for technical and operational issues.

The International Bureau: in its capacity as general secretariat of the Union, the International Bureau provides technical and logistical support to the organs and member countries of the Union.

Since joining the Universal Postal Union in 1964, Algeria has been elected six (06) times as a member of the Board of Directors (Rio de Janeiro Congress 1979, Hamburg Congress 1984, Bucharest Congress 2004, Geneva Congress 2008, Istanbul Congress 2016 and Abidjan Congress 2020). In addition, she was elected six (06) times as a member of the Postal Operations Council (Rio de Janeiro Congress 1979, Hamburg Congress 1984, Bucharest Congress 2004, Geneva Congress 2008, Doha Congress 2012 and Abidjan Congress 2020).

Furthermore, Algeria was elected to the following governance positions:

- Vice-President of the Board of Directors during the Bucharest Congress in 2004;

- Vice-President of commission 4 “Standards and Technologies” of the Postal Operations Council during the Geneva Congress in 2008;

- Co-Chair of the Working Group “Opening the Union to stakeholders in the broader postal sector”, during the Abidjan 2020 Congress.

Under the theme of this 150th anniversary: “One hundred and fifty years of commitment to communication and the development of people across the world”, the UPU celebrates this feat while reinforcing its commitment to serving all populations for years and centuries to come.
