After the expedition of a test balloon mounted by the aeronaut Duruof on September 23, 1870 which landed near Evreux, the Administration organized a regular connecting transport service for the province.
Letters transported by air must not exceed four grams, the total weight sometimes exceeded 400 kg.
Posted upon departure, they are taxed twenty centimes.
This service of mounted balloons is developing considerably.
From September 23, 1870 to January 28, 1871, sixty-five balloons, including forty-seven chartered by the Administration, left Paris.
The balloonists were chosen from among the sailors of the forts, intrepid men accustomed to the perils of navigation.
The number of dispatches carried is high and their weight can exceed four hundred kg.
These balloons had mixed fortunes: some fell into enemy hands, others landed abroad or were lost at sea.
