Due to the settlement of the Aurasians along the Foum-el-Gherza wadi and their creation of numerous gardens in this region, the palm groves were in danger of disappearing due to lack of water.
The only solution then consisted of capturing and storing the waters of the El-Abiod wadi.
It was therefore decided to build a dam 65 meters high.
The hydraulic service launched a competition: the Société des Batignolles joined forces to present study and participation work with the Algerian Society of Study and Participation Work (SATEP) to present proposals on December 28, 1947.
On February 26 of the following year the main contract was signed, then additional contracts.
The establishment of a construction site in this desert region made certain works necessary: it was necessary to build an access road for the transport of materials, housing estates in Biskra for supervisory staff and not far from the dam, the workers' town of Relai.
Work began in July 1948 and was completed in 1950.
