Quadrennial Plan 1970/1973
Anxious to lay the foundations for a harmonious and planned development of the national economy, the Council of the Revolution launched the four-year plan 1970-1973, the first of its kind, the result of long reflection and a deep and objective study of the social and economic data of the country, as well as the priorities of the moment.
After the material and organizational bases of a socialist economy had been launched by the realization of the three-year plan 1967-1969, it is a higher stage in the process of national construction that the Council of the Revolution and the government are aiming for by adopting the four-year plan.
It aims to strengthen the administration of the plan at different levels, to improve the functioning of planning, production and financing instruments, to rationalize distribution and transport systems and price-setting mechanisms, as well as to involve companies in determining objectives and communities in their achievement.
Investment in the creation of production and training units will be emphasized in order to guarantee rapid growth of the economy and improvement in production and productivity.
In the agricultural sector, the four-year plan provides for the establishment of the infrastructure needed by production groups to ensure harmonious development, as well as land development, soil protection and irrigation.
