The national liberation struggle first, the anti-colonialist and anti-imperialist struggle then taught each Algerian, whatever their level of training or culture, that Algeria must, first of all, rely on itself and achieve within its own ranks the conditions for an integral and authentic liberation.
It is through everyone's awareness of the highest national interests, through everyone's participation in the tasks of socialist construction, that the dignity and freedom of the people are constantly forged and strengthened, and that the entire nation rises to the level of its noblest responsibilities.
It is also by bringing together all its possibilities and by the rational use of its energies that youth can take over from their elders and carry the torch of the Revolution high, adding to the hard sacrifices of older generations, the products of their dynamism and enthusiasm, their intelligence and their will.
The revolutionary power has decided to identify and then put to work, following a progressive plan, all of the enormous energies contained within our people. He decided to respond in practice to the desire and desire for mobilization expressed many times by the strong forces of the nation.
He decided to include them in this great movement of social, economic and cultural renovation by organizing, from the beginning of 1969, the National Service.
The National Service constitutes a new organization and an original method of using the vast human resources available. It contributes to the development and rapid growth of our economy while attenuating and then reducing the level differences and imbalances that still exist between the regions of the country.
The National Service allows Algerians to participate for two years in all construction tasks throughout the territory.
