Volunteering is the concrete expression of a total and sincere commitment of Algerian intellectual youth, determined to lead the historic fight alongside the poor peasantry for the success of the Agrarian Revolution and the triumph of revolutionary ideals.
This spontaneous volunteer movement, which took birth during the year 1971-1972, has since been endowed, thanks to the continuous action and active participation of revolutionary students, with permanent and adequate institutions which create the objective conditions for the transformation and improvement of the living conditions of the rural world.
A living force of the nation, aware of the capital importance of the success of the Agrarian Revolution in the overall process of the Revolution, Algerian youth, through their adherence to the political, economic and social objectives set, constitutes one of the guarantees for a better future.
As our President Houari Boumediène rightly pointed out: “It should be noted that the phenomenon of volunteering (...) constitutes one of the methods which allow the university to achieve interpenetration and communion with the working masses. The reconciliation between the university's scientific commitment and its participation in national achievements finds expression in the effective participation of architecture students in the creation of the pilot villages.
Thus, these students will be able to make the connection between science and action and draw from the practical exercise of this operation the scientific and technical methods which respond to the natural conditions of our land and our country.

In this momentum given to the Algerian Revolution, resulting in a deepening of the content of our socialist option and an increasingly massive mobilization of conscious elements for the success of its fundamental objectives, the revolutionary power, by presidential instruction No. 2215 of March 26, 1973, set the framework within which student volunteering must take place.
