The National Charter aims to express an experience and formulate a strategy. Continuing the task of political clarification and ideological progress which has been developing for more than twenty years – appeal of November 1, 1954, Soummam platform of 1956, Tripoli program of 1962, Charter of Algiers of 1964, proclamation of June 19, 1965 – the National Charter will undoubtedly constitute a new contribution to the work of total emancipation of the Algerian people of which it expresses both deep aspirations and the most resolute will (...).
June 19, 1965 was one of the great moments of the rediscovered Revolution. Today, the time has come for a new impetus intended to extend the first and take it to another level, that of democracy to be consolidated by complementary institutions, of global development to be energized, of socio-economic needs to be satisfied in a sustainable manner, of civic rights and guarantees to be ensured to all citizens with extreme demands out of loyalty to our emancipatory fight and for the success of socialist construction.
Development requires the establishment of new and just socio-economic structures, the recovery of national wealth and their valorization, raising the intellectual and political level of the masses, substantial collective savings, very strict planning of priorities, equitable distribution of income (...).
It is therefore not a question of constructing theories detached from reality, but of starting from concrete knowledge, from experience, in order to draw lessons from it. This implies rigorous clarification intended to dispel ambiguities, eliminate skepticism, consolidate and develop institutions intended to satisfy the legitimate needs of citizens both in terms of the dignity of the human person and in terms of work, health, housing, knowledge, leisure, technical and professional training, justice and security called to protect them against all abuses.
