The National People's Assembly is the penultimate institution which will, after the development of the National Charter, the adoption of the Constitution and the election of the President of the Republic, complete the institutional structure at the top called, in the terms of the proclamation of June 19, 1965, to "survive events and men".
In its chapter III entitled “On the legislative function”, the Constitution defines the prerogatives of the National People’s Assembly. This constitutes the framework within which the popular will is expressed and democracy is achieved. It is the fundamental basis of decentralization as well as the participation of the popular masses in the management of public affairs at all levels.
In its composition, the National People's Assembly is representative of the social forces of the Revolution. It is made up mainly of workers and peasants. Its members are elected by direct and secret universal suffrage on the proposal of the party leadership which presents to the voters a number of candidates equal to three times the seats to be filled.
This choice of candidates is made on the basis of three criteria: competence, integrity and commitment. It should be noted that the representation of the people is incompatible with wealth or business ownership. The National People's Congress is unique. Its fundamental mission is to work for the defense and consolidation of the Socialist Revolution.
It is inspired by the principles of the National Charter which it applies in its legislative action.
