National Day of the Disabled
The day of March 14, National Day of Persons with Disabilities, is placed under the theme “Education of the disabled child”.
Guaranteeing schooling and training for young people with disabilities means allowing them effective social integration. The policy undertaken in favor of disabled people therefore aims at their progressive integration into society, an integration conditioned, however, by the need for continuity in the overall rehabilitation process.
In this sense, school, which is the second stage in a child's life, constitutes a right recognized by the fundamental texts of the country. Algeria has, in fact, developed a real policy of integration towards this segment of society which began to take shape in 1976, the year during which the National Charter and the Constitution were adopted and which also saw the promulgation of the Health Code.
On the other hand, the creation of the State Secretariat for Social Affairs brought a new dynamic to all efforts to integrate people with disabilities. In application of these principles and to respond to the pressing needs of this category of citizens, a broad program was adopted in their favor by the government in January 1983 and then in March 1985.
Since then, all the essential texts set out for the care of this social category underline their right to live with dignity and to fully exercise their citizenship. The Ministry of Social Protection, responsible for the Protection and Promotion of specific categories, has implemented actions, in consultation with the administrations and organizations concerned, in order to cover the educational needs of young people with disabilities in the medium term.
By guaranteeing education to disabled children, the State promotes their adaptation and offers them, in the future, the same opportunities as any other Algerian citizen.
