In 1962, the year of independence, 85% of the Algerian people were illiterate (5,600,000 out of a population of 9,000,000 inhabitants). Therefore, knowing that the fundamental basis of cultural transformation lies in the fight against illiteracy and the generalization of education, the political leadership of the country has made it its major concern.
This is how the illiteracy rate was successively reduced from 85% the day after independence to 75% in 1966 to rise to 57.7% in 1977. The fight against illiteracy is far-reaching in that it affects all citizens concerned without distinction of sex and age. It is essentially based on the right to knowledge of each citizen. A difficult mission that requires significant resources, including reception capacities, trained human capital and appropriate teaching methods.
Concerning the schooling of children born after independence, the objective consists of extending the duration of basic public education through compulsory education then moving to a qualitative stage so as to link educational guidance to the work sector which must itself be a function of the country's ever-increasing needs for an educated workforce. This requires concentrating efforts on science and technology education.
