On the basis of a report from the office of the National Commission for the preparation of the 6th Congress of the FLN and in accordance with the provisions of the party's statutes, the President of the Republic, Secretary General of the National Liberation Front Party, set November 27 and 28, 1988 for the 6th Congress to be held.
This congress is part of a particular framework full of grandiose challenges, especially as it requires audacity in thought and action, while remaining faithful to the principles of the Revolution.
The 6th Congress takes place in particular after the holding of regional conferences of delegates from the party's militant base and the sessions of the national councils of mass organizations, as well as those of professional, scientific and cultural unions which expressed, after broad and fruitful debates, the need to initiate deep and comprehensive reforms.
Reforms that the Central Committee of the party highlighted by calling for the promotion of the active forces of society with a view to effective participation of youth in the building of the country within the framework of the new organization and the provisions of the National Charter, the objectives being the consolidation of democracy, the adaptation of organic forms and the evolution of methods of action.
Furthermore, this 6th Congress is being held while the Algerian people expressed themselves with a massive “yes” to the referendum of November 3 on constitutional revision and which ratified the important changes to the executive. An important phase which calls for a clear vision of the future and a spirit of renewal which allows the vital forces of the nation, in particular young people with legitimate aspirations, to contribute to national development.
