It was in January 1980 that the Pan African Postal Union Convention was signed by 38 member countries of the Organization of African Unity (OAU) during the Conference of Plenipotentiaries of the Governments of Member States held in Arusha, in the United Republic of Tanzania.
This specialized institution of the OAU in the field of postal services was born in accordance with the principles and objectives of the OAU Charter, in particular its resolution establishing a Pan-African Postal Union (PAPU) as approved by the 14th session of the Assembly of Heads of State and Government.
The main objectives of UPAP are as follows:
- maintain and expand cooperation between Member States in order to improve and rationalize the use of postal services;
- harmonize the structure of tariffs between Member States with a view to establishing tariffs compatible with a good quality service;
- encourage the creation in Africa of infrastructures responsible for training and research in postal services.
PAPU operates with the following organs: the Plenipotentiary Conference, the Board of Directors and the General Secretariat.
In the four-year program adopted during the 2nd ordinary session of the Plenipotentiary Conference held in Yaoundé (Cameroon) from May 24 to 28, 1988, it was decided to merge PAPU and UPAT (Pan African Telecommunications Union), as well as the establishment of a rapid, reliable and integrated delivery system.
